here's mark with our headlines. developing news overnight, police in san francisco are searching for multiple suspects after a car and foot chase. one suspect was caught last night. officers are still looking for as many as four others. police are both house to house now near florida street. it's not clear right now what brought on the search in the first place. also developing, san francisco police suspect a homeless person is responsible for a brutal stabbing on the embarcadero. police have a suspect in custody. the intersec of the embarcadero and full son was blocked off hours this morning. patrons at a popular spot in san jose will find their restaurant is no more this

morning. the flames coffee shop went up in flames when a kitchen fire raced through the restaurant. up to 70 firefighters were on scene early yesterday morning when the fire broke out. we're not going to see each other as much as we used to. that's sad. >> fire investigators believe grease ignited the frames. some of the passengers on the asiana airlines flight that crash landed at sfo are suing the company that built the plane. the personal injury suit claims some of the quilt was installed improperly or defective. the suit also says the company should have known the 777 jet had problems with autothrottle control and low air speed warning systems. these are a look at your top stories this sunday morning. back you to guys. prepare to pay more to cross the golden gate bridge. surprise, surprise. this time, you might have a say

in how it's done. >> the bridge district is asking drivers if they would rather pay incrementally more or bite the bullet and take the toll height at once. the any electronic system is making the new options available. the district can more easily raise the price a quarter at a time. the options object table call for an initial toll of up to a dollar in april. >> the toll could go as high as $8 for people who don't have fast track. the district is facing a budget short fall. >> obviously, anytime you ask people for more money, it's not really a popular idea. i think it's more difficult for people to swallow this time around because it's not for something specific. >> there's part last the bridge maintenance. a bulk of the money is going

into subsidizing the bus and ferry system that the golden gate bridge runs as well to get traffic off the road. >> is there any reason to look at separating those systems? >> if they did, the bus and ferry system would tank. the fast track responders that they're putting both on the bridge and everywhere else are making it easier to raise tolls. rather than having to do it in big amounts, now it's all electronic, so they can do it. also watch out. they might also hit you up during rush hour as owe posed to other days. >> you can weigh in on all this, read up on the all toll increase proposals. you have a link for you on kpix.com. >> democrats in the state legislature are receiving criticism as they squashed a proposal that would protect the area from bart strikes. >> it's back on the drawing board for people who were trying to change the rules that say transit operators are in the

same boat as police and fire because of the nightmares we saw last year when labor unions went on strike and held hundreds of thousands of people up on their daily commute. the response in sacramento, let's take a look. >> no. >> it took less than an hour and no debate for a state senate committee to hear and kill a proposal to ban future bart strikes. a city councilman and candidate, steve glazier, said he wasn't surprised. >> there's strong support from the people, but the politicians are hiding. >>reporter: the ban was opposed by organized labor, which is one of the strongest forces in state politics. they turned out in the force to make their voices heard. >> we believe if this right is

poor people's march at the time of his death. >> this month also marks 50 years since lyndon b johnson declared a war on poverty. we're asking how we're doing. joining us is aaron, the director of wild welfare services. in a nutshell, 50 years. >> 50 years. >> better or worse? >> we have a lot of work to do. we've come to a long way. we've had a lot of anti-poverty programs put in place. medi kral cal is an example. >> there's been a number of cultural shifts in the past 50 years. i want to know how they've affected things.

the rise in single parents homes. in 1964, it was 11%. today, it's 35. what affect does that have? >> it has a great impact. we're seeing a great rise in the challenges can of schools, preparation for kids in lower poverty areas and giving them the ability to have a shot at the american dream. >> let's take a couple of looks at a couple of core things. single parent houses, is that something the government can change or is that a cultural phenomenon? >> it's not something that's a culture . the community has to coming to and take a look at what are we doing so support families, whether it's a single parent household or two parent household. >> what seems to be the problem? >> i think there's a lot of different factors today. before, 50 years ago, you had more males in the workforce.

today, you have more females in the workforce. you have a shift in how we work, a shift in how we do businesses. there are a number of different factors. i would say more importantly than the single family house, even though there's been an increase, we have to look at overall what is the cause of more vulnerable kids in poverty and why they go through the poverty. >> let's go to the family. if you are a family and, in the last couple of years, chance cans are you've seen your wages reduced and your benefits taken away. on the other hand, we have the obamacare, other programs. are they coming in and making the difference? >> all of those are a great hip. martin luther, king, he went to memphis because of the garbage strike. those were wages that were not equitable. the programs you listed are helping. we have to bring private

organizations to really understand the issues of poverty. >> we have working poverty, where parents and people are trying to make it. we have those that are falling through the cracks, where we're going on our third and fourth generation of welfare and leading to prison population. what can we do about that? >> you have children born to children. you have young people, who don't have a fighting chance. you have things we can do can kindergarten. studies show if you can get a kid in kindergarten, they have a better fighting chance than those kids who did not start off early. studies show if you feed them, if they go to school prepared to learn, there are a number of things we can do in preparing our kid so they are no longer a part of that issue. we can begin addressing that. >> if you were going to say -- we only have a couple of seconds. if you wanted us to concentrate

record for california. there are no major storms in sight. statewide water transper s-- transfers will be made easier. >> the governor is going to ask the federal government for money. that's why we sat down with the political insiders and said the governor has the really ambitious plan from moving water, but how is that tunnel plan going to go over with voters in a situation like this. >> the drought adversely affects his ability to talk about moving water, because there's no water to move. you can talk about it aggressively when there's clearly a surplus, when there's more than we need up north. when you start talking about moving a component of the water, you're talking about rationing

to the south, it doesn't work. this is an election year. my guess is that jerry brown will no longer be mentioning the movement of water to the south. >> however, 2/3 of california is in extreme drought conditions. this is historic, including the bare area. part of reason we're in better shape is because of infrastructure. brown is going to have to wrap people's minds around dry lawns the to keep water moving. >> but keep in mind, the last time we really had a serious drought, jerry was the governor, and he managed. he managed to do well, and it did the not threaten his place

as a politician. he has been able to manage droughts and eliminate, if not totally remove, any political disaster. >> we don't necessarily move the water south. what about the idea of his water rebuild the levees bond proposals. >> all of those will be challenged. if you don't have enough water, you can't get sympathy for supporting things with water. >> politically, that's one of the things you don't mess with in california. in a drought, you stay away with water? >> you do not engage in a discussion. >> i'm seems like an oxymoron. you're saying when you have a problem, don't bring up the solution because it's going to i state people. >> no question. >> phil, is it wise? do you think he's correct?

should the governor stay off this water debate? >> there's two ways you don't or do something, publically or privately. administratively, he's going to keep it going. publically, you're not going to hear a lot about it. in a situation like this, there's a good chance voters would say no. >> he did talk about working on infrastructure when it comes to building more reservoirs. >> that's another hot topic. you're going to have a real fight. the real fight comes down to people, who say we need to store more water and people who say we need to use less. >> that's going to depend on how bad it gets. >> we've seen it before. we're a consistent country. the 49ers fans frenzy taking

it's big game day. i'm phil matier. >> i'm anne makovec. we have a lot to talk about in the next half hour. it is sunday, which means in the city of san francisco, you have to pay for parking. that's been on again, off again. now, there's a proposal to change it by mayor ed lee. we'll go in depth. george miller, long-time congressman from the east bay, is calling it quits. he's not the only member of the congressional delegation that has said enough is enough when it comes to washington. we're going to talk with our insiders about how that might be changing things for the state of california. >> yeah. implications here and nationwide. also going to talk about the proposition system, the process in california. is this working well? >> that's a big question. >> we have a lot coming up. first, let's check in with mark. he's going your top stories. san francisco police suspect

a homeless person is responsible for a stabbing on the embarcadero at 1:30 this morning. police have a suspect in custody. the victim is a white male. he's in critical condition at san francisco general with stab wounds in his chest and abdomen. firefighters in southern california are gaining control of a fire in the mountains northeast of los angeles. the 1900 acres colby fire is now 61% contained. mandatory evacuation orders have been lifted, enabling people to finally go back to their homes. five houses were destroyed. 17 others were damaged. and with the bone-dry conditions all across california, it won't take much to spark another destructive fire in the state. well, three california foster farm plants involved in a salmonella outbreak are career now. the centers for disease control says foster farms has the

outbreak under control. salmonella has sickened 430 people, more than 1/3 of them had to be hospitalized. there were no deaths. however, the company's livingston plant recently shut down to deal with a second problem, a cockroach problem. those are a look at your top scores this sunday morning. back to the desk. taking a live look outside the bay bridge. skies are a little hazy. it's going to shape up to be a nice day. current conditions chilly but warming. oakland, 43. san francisco, 51 degrees. our weather headlines this sunday morning, we're going to see another sunny days, near record highs inland. in the south bay, it's another spare the air day. the weather staying dry the next seven days. the next story has a lot of drivers saying finally. san francisco is now talking about dropping metered parking on sundays. >> off again, off again, on

again, cities like oakland have adopted the move. in san francisco, it's as much about politics as it is parking. >>reporter: anyone who has tried parking in san francisco knows the nightmare, garages overflowing. if you are lucky enough to find a spot, is watch out. they hand out some of the most expensive tickets in the nation. you can imagine the reaction among folks coming in to pay those tickets to mayor ed lee's push to end it on sunday. >> i'm off work. >> you paid ticks? >> yeah. $200 in tickets. >> i was never a big fan to metering people on sunday. >>reporter: in the first year, muni took in about $6 million on sundays. about half was from tickets, which really ticked off tourists, residents, and businesses alike. >>reporter: were you hearing complaints or concerns about businesses from this? >> it hasn't ended since the day

that the city and the muni imposed it. >>reporter: city voters, who are anxious over the cost of living going up in the city, aren't happy either. >> it means a lot to people. i'm getting that. >>reporter: it means muni is going to be out $6 million. >> we did make some revenue. we're willing to make adjustments. >> it's about affordable. >>reporter: is that the new buzz word, affordable? >> today it is. >> i know drives would like to not have to pay. >> we have some people who say you should pay because cars should help pay with mass transit. in other politics this week, governor brown will deliver his annual state of the state address. it's going to happen wednesday at noon in the assembly chambers. we're going to be there. the governor is likely going to talk about his protections for

the budget surplus plus his hopes of going forward with infrastructure projects. advocates from minimum wage to marijuana are gathering signatures to make the 2014 ballot. >> we asked an election expert and voters if the laundry list of propositions has gotten overwhelming and confusing. >>reporter: when voters hit the polls in 2014, they could be up against more than a dozen statewide propositions, from a referendum on indian gaming to a water bond. usf political science professor corey cook has counted 18 propositions on a single ballot. >> often times voters are presenting with an overwhelming ballot and the overwhelming ballot pamphlet. >>reporter: for san francisco

voters, a longer ballot is probably. voters probable. >> it can be confusing sometimes. >> for someone that doesn't have the patience i have, it could be overwhelming. >>reporter: experts say when voters are get over well over-- overwhelmed at the ballot box , some stop voting on propositions. >> some people say if it's confusing, i don't want it. >>reporter: some are supporting a brand new separate election just for propositions, while others say the wiser reform is changing how propositions qualify for the ballot. for example, gathering signatures electronically instead of through volunteers would be a better way to test or vet the proposition before it hit the ballot. >> that would ensure that things that got on the ballot have

approval. right now, something on the ballot indicates somebody on the money was able to pay a signature ballot to get people to sign the petitions. >>reporter: californians love their direct voting. none we talked to want to take it away. >> if people want to put propositions under, they should be able to. >> it empowers each individual and encourages people to stay knowledgeable. >> proposition voting runs deep here in california. there was a time, where it died off. proposition 13 in the '70s put it back on the table. now it's a popular thing in the state. >> and growing every year. californians under recommendations to conserve water. is it enough? we ask does california have the water to support the state's future growth. the seahawks running back,

wednesday. a little cooler midweek as well. not a drop of rain. california is officially now in a drought. governor brown made that declaration friday. he asked every person in california to reduce their use of water by 20%. 2013 was the driest year ever. there are no signs of any much-needed storms on horizon. >> we want to take a look at the view of the water shortage. the population, it is growing? are we out-pacing our supply? what we can we do about it. joining us is ed. the governor, he held up the charts and said this is the worst drought year we have seen since we have have been recording rainfall. the question is do we have any idea how long it might last?

>> well, the three-month seasonal projected forecast has come out. it doesn't look promising. it looks like we may be in for a record-setting drought. >> when we talk about record-setting drought, there's the drought of inconvenience, then there's the biblical drought that goes own for the long time and the crops fail. which one are we looking senate. >> it's hard to make predictions out another year or two. the research tends to indicate that as the globe continues to warm, intense droughts will become more frequent. they will become longer and more severe. we do need to prepare not just for this individual event and say let's hang on until it's over, but let's make permanent changes that will allow or developments to reflect the climate we live in. >> that's a typical thing to do in a state, where everyone views

water as their own. here in northern california, the idea of sharing it with the south is not going to be politically easy to sell when you worry about having enough right here. and as the governor shows, it's not looking good. how do you get planning going and when you have plenty of water, you don't feel the need for it and when you don't have enough, you don't want to change anything. >> i think as far as promoting a more efficient use of water, i think there's a lot to be done. california has taken leadership in promoting more efficient use of water, efficient use of water in urban areas. there's a lot more that could be done. >> should that be mandated? should we say water is such a precious resource, that we

should do it? >> it's sort of voluntary that point. it's encouraged that rereserve. >> if you were in charge of the water supply in california, what would be two or three things that you would do? >> at the urban scale, when you look at urban use, ensure that all future development uses water in various efficient ways. so internal, things had like faucets, shower heads, efficient appliances. we need to look at lawns. do we want to promote irrigated lawns? >> can californians continue to be the land of golf courses and swimming pools? >> swimming pools aren't necessarily the main offenders. golf courses, they're starting

to be irrigated with reclaimed water. that's a new resource. water that used to be waste water is treated to a point where it can be applied to grass. rather than being dumped into a river, we're using it in a more efficient way. >> we only have a couple of seconds. in the past ten years, how much have we improved on water use, or have we stayed the same? >> despite increase in population, the water use has been more or less flat, which is encouraging. it's showing we can improve the efficiency. agriculture is something where we have to really focus with that, how we manage the water to make sure we're using it efficiently. >> back in the gold rush days, they said whiskey is for fighting, water is for drinking. still ahead, a bay area

stretches across much of contra costa county. this is the latest big political changes we're seeing for the state of california. >> this is a parade, phil. 29 members of congress are leaving. 16 are saying i've had enough. i'm retiring. i'm going nowhere else. i think it's the do-nothing congress, the partisanship that a lot of them can't handle it anymore. they're tired. >> it's not a good life. it's not such fun as it was. your privacy has been totally and completely eroded. there are misinterpretation of everything you do and everything you say and the living conditions in washington are not good anymore. >> you know, i also think it's the changing of congressional delegations. in the bay area, a lot of them are over 65. miller is one of them. as you said, it's a long commute between here and washington. they don't feel like a lot is

getting done. >> one of the questions was if the democrats don't regain control of the house, then a lot of these senior california democrats that once had power are going to just continue sort of being in the back chambers. >> i think george miller is the first of that group. i think it's having been in the halls of power, you can't live in the halls of power if you, at one time, had control of those halls, and particularly if there's no prospect for ever gaining it back. the new comers come along. the power comes back, new comers are going to want you to come in the front. >> as soon as miller announced, people were there lining up. >> i've made an offer to buy george miller's house. >> speaking of people that we're interesting in going in the miller race, one that expressed
